విశాఖపట్నంలో గాస్ లీకేజీ వార్తా చాలా బాధపెట్టింది. కరోనా వైరస్ సాకుతో మార్చ్ నుండి మైంటెనెన్సు పనులు నిలిపివేశారుట. కొంతమంది స్వార్థం, ఉదాసీనత, అజాగ్రత్త వల్ల ఇంతమంది అమాయకులు బలికావడం చాలా విచారకరం. అభివృద్ధి అంటే కేవలం రియల్ ఎస్టేట్ మాత్రమే కాదు. సామాజ పురోగతికి నాణ్యత కల్గిన విద్య, వైద్యం, రక్షణ, పౌరసేవ ఇలాంటివి సూచికలు. ఇవి ఎంతమేరకు మెరుగుపడ్డాయి అన్నవి ఎప్పటికప్పుడు సరిచూసుకుంటూ ఉండాలి.
నా పీ.హెచ్ది.లో 'public protection and disaster relief' (PPMR, ప్రజా సంరక్షణ మరియు విపత్తు ఉపశమనం) సంబంధించి కొంత పనిచేయడం జరిగింది. ఒక విపత్తు జరిగినప్పుడు దానినుండి జనాలకి అత్యంత త్వరగా ఎలాగ సహాయచర్యలు తీసుకోవాలి?, అందులోంచి వారిని ఎంతత్వరగా బయటకి తీసుకురావాలి? ఈ విషయంలో 5జి కమ్యూనికేషన్స్ పాత్ర మీద నా పరిశోధన కొనసాగింది.
'చేతులు కాలాక ఆకులు పట్టుకున్నట్టు' లాగ మన ప్రభుత్వాలు పనిచేయడం చాలా దారుణం. మన యువతకి ఉపాధి కల్పించాలి అంటే పరిశ్రమలు చాలా అవసరం. కానీ ఒక పరిశ్రమని నెలకొల్పినప్పుడు భవిష్యత్తులో ఎలాంటి విపత్తులు జరుగవచ్చు అనేది ముందుగానే ఒక అంచనాకి వచ్చి అందుకు తగిన ముందస్తు చర్యలు చేపట్టాలి. దీన్నే మా పరిభాషలో forward error correction అంటారు. ఇలాంటి గంభీరమైన అంశాలు గురించి ఆలోచించడం మానేసి సులభమార్గాల్లో రాబడి పెంచుకోవాలని జనబాహుళ్యంలో పేరుకుపోయిన మద్యపాన బానిసత్వాన్ని సొమ్ము చేసుకోడం పైనా దృష్టి పెట్టడం చాలా ఖండించాల్సిన విషయం.
మన పిల్లలకి మనం అందించే నిధి కేవలం మన బ్యాంకు బాలన్స్, స్థిర ఆస్తి మాత్రమే కాదు... కాలుష్య రహితమైన పర్యావరణం కుడా.... వందే మాతరం
True, it is a horrible incident which took away lives of so many.
ReplyDeleteHowever, many are forgetting basic facts in such analysis.
I know Vizag for the past 30 years or more. When i was there in 80s and 90s, LG polymers(then Hindustan polymers) was far away from all colonies and it was a lot of effort to reach that place. Due to development and unregulated expansion, many colonies came around the factory. This is the case with many factories in Vizag and many human settlements in India. In Mumbai chembur, colonies are there amidst two refineires, one nuclear plant and a thermal electric plant.
After settlements are established, they start pressuring the industries to move away, forgetting the origin.
In an industry, disasters sometimes happen, in spite of best effort. There are mitigation measures which were planned and the plan gets executed in case of such disaster. This is not to support disasters, but put the point in perspective.
Now comming to your observations, This is not a government plant. What could have been done by the administration is preventing settlements to get created around factories. For this, reliance plant in Jamnagar is a good example. They had aquired 5000 acres of land and utilised 15-20 % for plant and they have a big boundary and then there is a mango archard right around. This set up helps contain disasters. But expecting this from a plant constructed in 60s or 70s may not be appropriate.
There are safety drills conducted as per factories act. In it, all stake holders will be made to aprticipate, so that they get educated and react appropriately in case a disaster occurs.
At least now, the administration should wake up and make disaaster plans ready and make population staying around, parties to management efforts, to mitigate the impact of such incidents.
LG Polymers is certified for ISO 9001 (QMS) & 14001 (EMS) as per their web site. However they do not seem to have 18001 (OHS) for some surprising reason.
